Select the Members module on the left-hand menu.

Select the Web tab for the member receiving the error message.

In the Web Participation Options section, be sure the Disable All Login Accounts box is not checked.
Hint: While you are there, make sure the Redirect Index dropdown shows No Redirect. The Disable All Login Accounts and Redirect Index areas are automatically updated when the member record is updated to dropped/inactive status. When they are reactivated, these areas must be updated as well.
